Certainly notes from tags. It might be useful in certain instances to keep indexing any body-specific notes (e.g. where we note alternative names beyond the short one).

Should we have a category for requests that are refused but with a helpful suggestion e.g. re submitting a more focused request that will be within cost limit? [suggestion from a user]

Had a nice win last time with the ICO notice about not making requesters submit requests through webforms. Maybe now it's time to target response_links (recent example, another)? Specifically I think we could improve our note and/or create a template response that tells the user how to complain – give them the words to ~copy paste to the authority.
