Update this GitHub Action as so to provide feedback when one of the checks has not passed during operation. This should be both in the form of a comment and a label.

Acceptance Criteria

  • Support commenting and labelling of the pull request on errors
  • Ensure the creation of the required label (needs-more-information) if it's not present on the repository.
