This is the update to #38. See context about this issue here: opera-adt/DSWX-SAR#63

We worked with @oberonia78 to generate the necessary SLCs to generate products that will mirror operational products using the groups of MGRS tiles used by SDS and ADT.

The burst_ids have been updated to include those from the ADT supplied table and we have included all SLCs that are needed to cover the area under the new column slc_ids_to_cover_mgrs_group.

@niarenaw - hope this provides enough information to generate the DSWx-S1 dataset going forward.
