Move nomicon.io content to near/docs

Following near/devrel#597 , remaining articles from nomicon.io should be moved to near/docs, and adjusted to work with our current Docusaurus setup.

We are finishing re-organizing the folders on github.com/near/neps, most of the protocol level docs where moved to the nearcore repo
