Seems like ananicy's unit sets kernel.sched_autogroup_enabled=1 even if it was =0 before ananicy was started. Is it OK?

Nope - not ok, (yes, i know, i'm just lazy)
but are you know somebody who have autogroup disabled by default?

Yes, on Debian it is default value (0).
