Release v0.1.0 on PyPI

At the AGC meeting today, we discussed the possibility of releasing this on PyPI to make it more broadly available. I wanted to create a meta-issue that we can use to keep track of the tasks that we would need to undertake. Many of the tasks would involve copying packaging stuff over from PlasmaPy, but there area couple of things we'd need to figure out specifically (i.e. how to include command line tools in the distribution like for #7). Here are a couple of the things we would need to do:

• Add license (BSD 2-clause?)
• Add pyproject.toml with metadata
• Add CITATION.cff (optional)
• Add command line tool info to pyproject.toml (needed for Use click to create command line tool #7)
• Get set up with respect to PyPI (and TestPyPI?)
• Adapt the GitHub Actions from PlasmaPy that do the releases
