No Re-order button

Steps to Reproduce

Installed the plugin as stated in the directions, but when viewing a rack, there is no re-order button

I'm on NB 3.5.4 running 1.0.0 of your plugin. Plugin shows as installed from the backend, I'm the super user:

I'm not running the docker version of NB.

Expected Behavior

Button to click to get to re-order

Button doesn't show up:

I have not tested this on such an old version of Netbox will need to double check. Are there any logs from django you could send over?
