Exposing index_counter ?

Wordpress requiress z-index 100000 which can be passed by 'index' when creating
a new window. The problem is when a window gets clicked it moves top. So its
unknown what index to use next for the next popup. There should be a sane way
to initialize the index_counter. Current workaround is to pass a high index *THE
FIRST* time only.
