free/busy UI should respect locale setting

Steps to reproduce

1. in user settings, set locale to Germany
2. create an event > attendees > invite a testuser > find a time
3. see the wrong locale:
   

Expected behavior

locale should be respected, it should be 17:00 not 5pm

Actual behaviour

locale not respected, always shows am/pm style

Additional info

this is on c.nc.com, can't check calendar version
NC 30.0.2 RC1

I was able to reproduce it. This console error is likely relevant:

[ERROR] calendar: FreeBusyEventSource: Timezone undefined not found, falling back to UTC.
