On narrow screens, ribbon interface is not scrollable

Describe the bug
On narrow viewports, one doesn't see the ribbon interface properly

To Reproduce
Steps to reproduce the behavior:

1. Use a narrow browser window

Expected behavior
Have ribbons be scrollable/accessible even on narrow screens

It should be scrollable with Shift+mousewheel, but I know there are some plans to improve this.
