[Bug]: System Adress Book is emtpy after upgrading to NC 32 #56372

Bug description
After the upgrade to 32.0.1 the system adress book is empty. We have an open ldap conected which imports 10k users which where displayed before. The users are shown in the user tab and the occ for resyncing the adress book also finds the 10k users.
In the settings of contacts i can see the SAB either as empty or as not listed.
Settings are correct, SAB is activated and no sharing limitations are configured.
Steps to reproduce
- Open contacts app
- Click on settings
- See empty adress book
(tbh. i don't have a root cause of to break it)
Expected behavior
The SAB should be displayed as before.
