The quick presets for admins in Nextcloud currently don't have 2FA apps - which, in many setups, are probably very helpful. Nor is the user_migration part of the presets.

I would propose to add these two, in the following way:

Logic:
- user migration makes sense when private individuals are owning the data - like the student who owns their school work, and personal use.
- 2FA: large orgs and universities often use various single sign on auth mechanisms like SAML, but everyone else should use the Nextcloud 2FA...
