Hide upload features for federated rooms

Federated rooms are not yet able to handle files.
The buttons for this should be hidden.

Also, when pasting an file via Ctrl+v into the chat, there should be an info that this is not possible.

• Local users are still able to see and share files with local users. Only federated users are limited
