Backport IP/DNS caching improvements

Rod Payne has done a fair amount of working finding and adding improvements to DNS response caching. We should look backporting them.

• Use cache in get_ip_address_info to speed up processing. domainaware/parsedmarc#494
• IP_ADDRESS_CACHE cache improvements domainaware/parsedmarc#501

These were pretty much taken care of by Performance updates that don't restructure the code #3.

I think the one thing I did want to check was did you also improve the usage of the REVERSE_DNS_MAP

I have been away from the keyboard for a couple of weeks' vacation. Sorry for the delay in responding.

Before that I hadn't been testing because when it runs, it never reads the messages from the msgraph mailbox. I was hoping that you would find the problem first since there is an nhairs-msgraph branch being worked on, but I should be able to dig into it next week.

Not a problem Rod - I've had others things grabbing my attention away from this tool.

If you could help debug the msgraph issues that would be appreciated - I don't have anything with this setup so am unable to test it properly. I am of course happy to work with you on this, if you'd rather not share things (like logs) publicly I'm happy to take this conversation to email, slack, etc.

Unfortunately nhairs-msgraph only related to typing information, but I think there are also other things at play (see #4 (comment)). We should probably continue the msgraph conversation on #7.
