This is from CRAN:

Package ‘RNeo4j’ was removed from the CRAN repository.

Formerly available versions can be obtained from the archive.

Archived on 2018-02-10 as check problems were not corrected in time.

Is RNeo4j abandonware?

Looks like it. Last commit was Aug 28, 2016.

PR #73 is ready to be merged and should allow a new maintainer to submit to CRAN. However see also https://cran.r-project.org/web/packages/neo4r/index.html, a simpler package that is now on CRAN.
