Recurrance of the route militarybase crash

Just got a report on the discord of a 3.5.0 user (fixed version) getting the militarybase crash where a route that was forced to simulate despawns with no route and militarybase.java dies because of that

The previous bug was me not cleaning up fleets I spawned (I fixed that in dc63701) but there seems to be another issue
