A local development UI hosted by the Nitric CLI

intended outcome

Improve the local development experience. This dashboard will enable API exploration and testing, as well as testing of other key features such as schedules, buckets, queues and topics from a locally host user interface. The UI will connect to the local Nitric server, allowing it to discover and display locally running resources associated with projects.
