Scoop is an excellent user-space package manager for Windows developers. Its main focus is for installing command line developer tools in the users own directory without Administrative privileges (though it can do more). This creates an extremely portable environment when compared to most chocolatey packages.
I will probably create the manifest eventually if you do not beat me to it.

That'd be a great feature :) I know Luke Sampson has his own version of sudo, although I found out about it only after I had created mine. Haven't looked at the differences yet.
Create a scoop manifest and submit a pull request to the main scoop bucket.
