Describe the bug.

When upgrading to boost=1.82 in #364 we began experiencing intermittent test failures in MRC, which can be seen in #379. We are reverting to boost=1.74 in #382 to fix these issues, but we will want to investigate why upgrading caused us issues for when we need to upgrade next time.
