Please provide a clear description of problem this feature solves

Morpheus releases should use the closest cuDF release to keep up-to-date with improvements, fixes, and simplicity for installation alongside other RAPIDS libraries.

Describe your ideal solution

Once RAPIDS 24.02 is released we should work to update Morpheus to use it.
