[Feature] `Rocks restore {rock}` command #412

For restoring a rock to the previously installed version if it breaks.

This could be done in a variety of ways (not mutually exclusive):

Add the same feature to luarocks
- Would allow restoring scm rocks
Use the git history of rocks.toml
- Cannot be used to restore scm rocks
- Needs rocks.toml to be versioned
Keep track of previous versions in a separate file
- Cannot be used to restore scm rocks
