[BUG] Not logged in error message on the Publications Main Page

What happened?

When navigating to the publications "Main Page", it says "You are not logged into New York ARTCC website. Please sign in by going to Home Page." However, I am logged in.

How can it be reproduced?

Navigate to https://wiki.nyartcc.org/index.php?title=Main_Page while logged in and the message will appear just under the top banner. This is in Opera, Edge and Chrome.

What browsers are you seeing the problem on?

Microsoft Edge, Chrome
