Formula for HVI #125

Greetings, I sent an email about this, but I am wondering if a GitHub issue is preferable.

I had a question about the NTA-level heat vulnerability data that is hosted online: specifically, https://a816-dohbesp.nyc.gov/IndicatorPublic/data-features/hvi/hvi-nta-2020.csv.

I wanted to know what the precise methodology is for producing the HVI 1-5 scores from its inputs. From my understanding, the process should be replicable as this is public data (following the steps online, and in the associated academic paper -- https://pubmed.ncbi.nlm.nih.gov/25782056/).

After first standardizing each of the five inputs as z-scores, summing them together as follows [Average Surface Temperature] + [Percent Black] - [% Greenspace] - [Median Household Income] - [Percent AC], and then computing quintiles, I am not able to obtain a 100% match with the HVI Rankings in the dataset (the match is around 97%). What would be the reason for any discrepancy? Are there any external data sources that would be needed to replicate the HVI Rankings?
