Clarify "determining" #226

The draft says "The Txn-Token Service SHALL use this value in determining the req_wl value in the Txn-Token issued in response to this request."
determining is doing a lot of work here. Is it the exact value or some derivative? If a derivative, what is the process? Same comment for sub claim just below.
