What is the reason for this issue?

I'm using the beta version of Obsidian's sandbox.

Why does this not fit in a prior category?

It is a UX issue.

Have any context we can refer to?

For example, a Discord link, an existing doc site, etc.
No.

When I try out the create note feature in Sandbox, there's no easy way to get back to the screen that shows the next step in the "tutorial." (I'm a technical writer.)

Let me see if I can get back to where I was when I'm back online this evening. It's partly unfamiliarity with the UI, I think. This was a quick response!
