Cant expand think block if theres no other output

Prerequisites

• I searched open issues and discussions and did not find an existing report of this bug.

• I am running the latest code from the dev branch (the default branch you get on clone, where fixes land first) and the bug still reproduces there. Please git pull the latest dev before filing.

Steps to Reproduce

1. install the app with native python as instructed in CONTRIBUTING.md
2. start a chat
3. get the model to only think before calling a tool

Expected Behaviour

it should be able to be expanded and collapsed like if there was a full response

Actual Behaviour

if the model only thinks before a tool call the thought block cant be expanded
