driver.get not navigating to url

chrome opens successfully but it doesn't navigate to the url. repeating a few times it eventually navigates.

chrome = 130.0.6723.70 (official build)

to temporarily solve. i make the attempt and check the driver.current_url with url i want. if they are not equal i close the browser, sleep for a bit and attempt again.
