At this moment 1.1.0 FLIX FLIP is still under development but enough has been figured out to start generating FLIX 1.1.0

Files that can be passed in:

language file that has all the descriptive elements of FLIX
flow.json file that has dep addresses

Notes:

Support new import syntax. "placeholder" has been removed
If Cadence code is using old import syntax still generate version 1.1.0 FLIX
Might support multi-line Cadence block comment header for long messages
