Create Two Organisations
Add one project each
Create a user
Assign this user to these cross-org projects

What is the expected behaviour?

It is not supported to have a singe user have access to more than one organization.

This is documented in the user guide here: https://docs.openedgeplatform.intel.com/edge-manage-docs/dev/shared/shared_mt_overview.html

A user should not be placed in more than one organization-specific group, or in multiple projects that belong to different organizations.
