[BUG-NOK] Open Edge Orchestrator - Issue with device count, when device was rebooted

Bug Description

My Project group has only 1 device and when I reboot the device at one point in time the dashboard shows, 1 online and 1 offline device and my total number of devices is 1.

System Setup

Open Edge Orchestrator - v3.1.3

Reproducible Steps

1. Provision a device to Orchestrator
2. When is device is active and online reboot the device
3. Observe the behaviour of number of online and offline devices
