Per discussions at 10/31/23 devel call it was decided to build the accelerator (and accelerator-related) components as DSOs by default, per original accelerator framework plan.

to DSO by default.

Fix a problem in opal_mca.m4 where the enable-mca-dso list wasn't being
processed correctly starting with 5.0.0.
