configuration of the opa plugin

we made an extension to opa to support an extra function in the policy file. Right now, opa plugin executes the default opa installed (not the customized one), so we cannot use the plugin with our "customized" opa to execute policy files

Hi @gusega, the opa.path configuration setting lets you specify what executable of OPA the extension should use.
