Consider noting the ARN for each lambda layer on the per-component READMEs #1575

What it says on the tin :)

Right now we only really link to individual layers on the releases page or in the main FAQ on the Readme; It would probably be helpful to also guide users to the releases for each layer from the component readme as well in case people come in thru search.
