distrohub.kyiv.ua mirror does not serve clients from Russia

When downloading from download.opensuse.org, Russian users are redirected to distrohub.kyiv.ua mirror, which does not respond to requests from Russia:

I'm getting the same result from 3 points, 2 of which are not susceptible to government blocks, and distrohub.kyiv.ua is not in the blacklist anyway, so I suppose that it's a geoblock from their side. Regardless, this makes it impossible for Russian uses to download isos and update repositories and should be fixed by not serving this mirror to Russian clients.
