Certificates Expire every 2 months on Right to Know

LetsEncrypt Certificates aren't being automatically renewed.

It's not clear why, but the issue happens every 2 months, and there isn't any alerting in place when it does fail. Ideally we need to work out what is causing it, and how to fix it.

A long term fix could be moving from certbot to Cloudflare SSL (which we can do for free). More information in #169

@benrfairless is there someone else you can assign this to to investigate? I note that this problem does not occur with other services only Right to Know.
Might it get fixed in the course of system upgrades in progress?
