The blue button in the middle of the screen points to https://opendatahub.io/docs/getting-started-with-open-data-hub/ which starts with "Log in to Open Data Hub from a browser ..." so it clearly assumes the Open Data Hub has already been made available in some OpenShift cluster. So that likely targets a Data Scientist persona ... but if they don't have any Open Data Hub to log into, they may be lost.

The black button at the top right corner points to https://opendatahub.io/docs/quick-installation/ which starts with "Installing Open Data Hub requires OpenShift Container Platform ..." so that targets someone with cluster-admin role, to add the Open Data Hub to their cluster.

The two UX elements should have different label to increase the chance that the right person finds the right things to get started.
