[Feature]: Allow widgets to be added for video recording

What problem does this solve?

I am trying to produce a video of a spinning globe with annotations. This works well but since annotations are tied to coordinates, I cannot add information about the video itself.

The HTML control sems like a good place to put map specific info, but that overlay is not visible when recording video via Controls --> Record Video.

Proposed solution

A few ways this can be addressed

• Add an option for the HTML panel to be visible in video recording
• Add an option for title annotation to the annotation plugin that is not linked to a coordinate
• A 'video composer' panel that allows you to add/remove widgets that appear on the video recording

Estimated scope

Small: a minor tweak, small UI change, or text adjustment

This feature is challenging to implement.

For phrase 1 in #1282, I have added title, subtitile, and position to overlay on the video.

Capturing widgets is infeasible at the comment. I will keep this issue open until I find a solution.
