调用POST /v1/notifications/retry接口，重试通知时，设置notification_id为pending和sending状态的通知时，调用接口报错：
"error": "重试通知[[nf-M4WEOEjrN6Yv]]失败"

只能重试failed的通知，后面加上条件限制
