Ability to create Services section for Virtual (Specification) IED

Create Virtual IED Plugin does not offer anything about Creating IED capabilities at Services Section.

Without Services Section, it is actually not meaningful to allow Virtual IEDs to Create Communication Services such as GOOSE, Reports and SV.

Even Virtual IED and eventually has any Communication Services configured, any tool can not import those, as long as there is no Services section which describer the Virtual IED is capable of handling those services.

That's why OpenSCD shall support creating and manipulating Services Section whilst creaating a Virtual IED.
