Ability to create and name a Dataset

At the moment there is no possibility to create a dataset without assigning to a Control Block.
The dataset generation process of OpenSCD is linked to Control Block generation first, and then it automatically generates Dataset Name and user can assign dataset members from datamodel elements.

This is obviously not an optimal way of handling datasets.

As a IEC 61850 Project Engineer,
I would like to create datasets independent of being assigned to a control block or not.
I would like to give a name to Datasets.
I would like to assign Datasets that I created to Control Blocks available.
I would like to reassign assigned Datasets to another Control Block.
