[BUG] Drop-down action menu not hidden when clicking on the button again

What is the bug?
When clicking on a button that show a drop-down menu in the Notebooks application, clicking that button again does not hide the menu and makes it permanently visible (prevent it from being hidden when clicking on the rest of the page).

How can one reproduce the bug?

1. Open a Notebook (e.g. Observability / Notebooks / OpenSearch Notebooks Quick Start Guide);
2. Click on one of the buttons "Paragraph actions", "Reporting actions" or "Notebook actions". A drop-down action-menu is shown;
3. Click again on the same button. The menu is not hidden;
4. Click anywhere. The menu is not hidden.

What is the expected behavior?
The menu should hide when clicking a 2nd time on the button that show it.
