Describe the bug

The Popup when you click on the Reporting is not relative and fixed .
When we scroll down the dashboard and click on the reporting there seems to be no popup appearing but it has come at the top

To Reproduce
Steps to reproduce the behavior:

1. Go to Dashboards
2. Scroll down to the dashboards
3. Click on reporting and download PDF
4. The pop up appears at the top and not visible below

Expected behavior
The popup should be relative and not static

OpenSearch Version
2.x any version the issue is present

Dashboards Version
It is present in all the versions of the OpenSearch-dashboards
