[BUG] StatsCollector not being scheduled in all Collector Modes

What is the bug?
StatsCollector is expected to run in all the modes to collect statsMetrics for other collectors. Due to recent changes to merge PA - RTF, statsCollector was getting scheduled in only RCA collectorMode while it should be scheduled in all the modes.

How can one reproduce the bug?
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

What is the expected behavior?
statsCollector should be scheduled in all the Collector modes.
