dataset metadata should include a precision field that will be used to compute the precision of any displayed statistics

probably variable specific

timeseries service should return the precision with its timeseries output

fix: expect timeseries endpoint to emit precision

set default precision at 2, will need to thread timeseries endpoint
precision eventually in API calls when
openskope/skope-api#10 is added
