Description of the enhancement

Provider: https://registry.terraform.io/providers/opentelekomcloud/opentelekomcloud/latest/docs/resources/er_route_table_v3

is missing Tag functionality, which is supported by API:
https://docs.otc.t-systems.com/enterprise-router/api-ref/apis/route_tables/creating_a_route_table.html#createroutetable-request-tag

PLease add this function.
