Merge upstream v1.1.13 Windows hotfix #37

Context

Upstream v1.1.13 is a Windows hotfix for the PID-space regression introduced in v1.1.12. Fork PR #36 independently fixed the same root cause, but upstream v1.1.13 includes a broader 29-call-site audit plus Codex session seating, port-file app-server resolution, and real Windows runtime CI.

Scope

  1. Merge upstream tag v1.1.13 into the fork from current main.
  2. Resolve the four predicted conflicts:
    • scripts/drivers/types/codex/codex-bridge-launcher.sh
    • scripts/drivers/types/codex/codex-monitor.sh
    • scripts/lib/instance-id.sh
    • tests/test_codex_monitor.bats
  3. Treat upstream's PID-origin split as authoritative while preserving fork-specific manifest, GC, idle-TTL, remote transport, and portable Windows launcher tests.
  4. Run Windows-focused tests and the full repository quality gates.
  5. Open a Draft PR and record validation results here.

Acceptance criteria

  • Upstream v1.1.13 commits are incorporated.
  • All shell-minted and native Windows PID checks use the correct upstream helper semantics.
  • Fork-specific lifecycle and remote-delivery behavior remains covered.
  • Windows, Ubuntu, and macOS CI passes.
  • No local installation update occurs until the integrated PR is reviewed and merged.
