⚠️ GitHub aggressively blocks new users

New GitHub users and/or users who do not regularly participate in GitHub may be over-aggressively shadow banned by GitHub.

I have noticed this several times and made a support ticket with GitHub and a submitted feedback to them. If you could please go upvote the feedback submission. The more upvotes it gets the more likely it is to be addressed. https://github.com/orgs/community/discussions/150557

If your account gets shadow banned, the only thing you can do is open a support ticket with GitHub to get it restored.
