Seeking Help - addons uninstalable

Hello,

I am working on a V18 CE for the first time, mostly used to Enterprise.
When I try to install any addon OCA or others, 99% of module end up as "uninstallable".

I have searched for a solution all over the place, but I am stuck here. I would very much appreciate if somebody could point me to the right direction.
