How can I add vat report to my community account

Hello,
There is no one unique VAT report. It depends on the country you are working in.
You will have to check the locallization repository related to your country and see if a VAT report already exists, otherwise you are welcome to contribute it.
Examples:

• for Spain: https://github.com/OCA/l10n-spain/tree/17.0/l10n_es_vat_book
• for Belgium: https://github.com/OCA/l10n-belgium/tree/16.0/l10n_be_mis_reports

Well yes, to generate an VAT report you need to enter the accounting/invoicing Menu. You'll have to give more details on your odoo edition, version and the modules/apps you are using (for the VAT) in order to get a useful answer for you.
