Proposal for New Repository: Complaint and Infringement Management (CIM)

We have developed a module named cim_complaints_channel, which implements the requirements of recent European regulations mandating organizations to provide an internal reporting channel for complaints and whistleblowing. This module is designed to help companies comply with legal obligations by offering a structured and secure way for users to submit reports.

At this stage, we are unsure which existing OCA repository would be the best fit, or whether it warrants the creation of a new repository (e.g., complaint-management , complaint_infringement_management or similar). We would appreciate the community's input on the most suitable location and naming convention for this contribution.

I agree on creating this repository (although the module name should be changed to cim_channel, cim or something similar (without plurals). The repository can be called just cim, as it's a unique abbreviation.

Please propose the new repo at https://github.com/OCA/repo-maintainer-conf, following other examples like OCA/repo-maintainer-conf#94. You have to sign CLA before. Please indicate in such PR the current URL for the module.
